PROPOSAL FOR FEASIBILITY STUDY SIERRA LEONE
Introduction: The German Doctors e. V. (GD) is a charitable non-profit organization with legal capacity registered in Bonn/Germany focusing on the provision of medical services for the poor and underprivileged people in regions with only limited access to medical treatment. Since 2010 GD has been working in Sierra Leone and cooperates with various partners in order to implement projects on child protection, WASH as well as conduct training in pediatrics.
German Doctors e. V. and Rehabilitation and Development Agency (RADA) applied for co-funding from the German Ministry for Economic Cooperation and Development (BMZ) to implement the WASH project titled, “Strengthening community capacities to access safe drinking water and practice safer hygiene”. The objective of the project is to establish and demonstrate a sustainable model for improving WASH in rural, remote areas and in primary schools in 60 selected communities across the three districts Bo, Pujehun and Kailahun in Sierra Leone. The following outcomes are associated with the planned activities:
- Increased awareness and positive behaviour change in the communities with respect to WASH
- Improved access to low-cost, equitable sanitation and hygiene for all including eliminating open defecation.
- Improved hygiene and sanitation in schools, including menstrual hygiene and sanitation for adolescent girls.
The main project components consist of awareness raising and capacity building activities for community members and students in primary school, policy literacy in WASH, and advocacy activities. It is intended to involve multiple stakeholders in the project activities.
Therefore, German Doctors is seeking to engage a consultant/consultant team that will carry out a feasibility study. The consultant(s) will carry out the following duties.
Purpose/Main Duties: German Doctors e. V. seeks to implement a WASH project to be co-funded by the German Ministry for Economic Cooperation and Development (BMZ) for which a feasibility study will be conducted in advance. The aim of the feasibility studies is to assess the feasibility of the project and to examine systematically the extent to which the project approach can plausibly achieve the planned changes under the existing framework conditions.
More specifically, the following objectives are associated with the feasibility study:
- The study serves as a basis for further development of the project concept and therefore describes the context of the planned project at all relevant levels as well as includes essential data on the initial situation.
- The study identifies to what extent the planned project approach is appropriate in order to achieve the planned project objective, taking into account the DAC criteria.
- Concrete recommendations for adjustments to the specific project concept, including an impact matrix and measures, are given.
- Risks that could affect project objectives and possible risk mitigation strategies have been identified.
In order to achieve these objectives the consultant (team) will conduct the following exercises and provide recommendations based on the findings of these exercises:
1. Context and problem analysis: A central purpose of this exercise is to identify and understand the specific context in which the project will be embedded as well as to analyze the identified underlying problem that is aimed to be addressed through the planned project. Therefore, available data/sources providing background information on the problem will be analyzed. More specifically, the consultant(s) will examine the WASH situation, taking into account underlying political, economic, social, technological, legal, and environmental factors and contexts. Existing data and information (e.g. results of Participatory Vulnerability and Capacity Assessment) and available secondary data will be included in the analysis.
2. Stakeholder identification: The consultant(s) will carry out a thorough stakeholder analysis to identify the main stakeholders to be involved in the project in order to achieve the project objective. Therefore, the consultant(s) engage government representatives, community-based organizations/NGOs, medical experts and community people to map out the relevant stakeholders.
3. Detailed analysis of the target group: The consultant(s) will evaluate the selection process and composition of the target group and describe in detail the target group composition. Where possible, the consultant(s) should disaggregate data by sex, age, and people with disability -their social, economic and cultural background, including an analysis of the most vulnerable persons- widows, elderly persons, single parents, orphans etc.
4. Assessment of the planned project approach: The consultant(s) will find out to what extent the project approach addresses the underlying, identified problem and to what extent the project focus matches the identified target group and takes into account the needs of the target group. In this regard, the underlying Theory of Change as well as activities, objectives and indicators of the project will be critically analyzed. Furthermore, the analysis should evaluate the timeframe of the project taking into account circumstances that might cause delays. The project approach is to be assessed in regard to its feasibility on the basis of the DAC criteria (coherence, effectiveness, efficiency, impact, sustainability).
5. Identification of risks: The consultant(s) are expected to conduct a comprehensive risk analysis, identifying risks that could affect the project and, concurrently, identifying mitigation strategies to address those risks. It should also be examined to what extent the "Do-No-Harm-Principle" is taken into account. In addition, a GESI-sensitive approach will be used to determine the extent to which a gender-sensitive and inclusive project approach is chosen, thereby reducing the risk that gender or other forms of inequality will affect the project's ability to achieve its objectives.
6. Analysis of the local partners’ internal capacities and opportunities: The consultant(s) will also analyze how the project partner in Sierra Leone is equipped to deliver effectively and efficiently on the project in terms of policies, systems, technical capability, ability to implement the project on time, external support, networks, partners, relationship with communities, government, financial management, monitoring systems etc.
7. Data on initial situation: The feasibility study will provide data on the initial situation of project relevant aspects, which can be used to improve/finalize the project impact matrix.
The feasibility study will be conducted using a mix-methodology including review of secondary data, qualitative data collection (e.g. focus group discussion, interviews) and quantitative data collection (e.g. survey). Relevant stakeholders (e.g. community members, government stakeholders, WASH experts, NGO representatives) will be engaged during the primary data collection. The data collection will cover all three districts.
Timeline and Deliverables:
To conduct the feasibility study, the timeline below is proposed, although the consultant(s) may complete the work earlier, if possible.

The consultant(s) will deliver the following:
- An inception report that demonstrates adequate understanding of the scope and content of the assignment and explains the methodology
- A feasibility study report with not more than 30 pages including:
- Introduction (background and context) – up to 2 pages
- Methodology (tools used, sample, limitations) – up to 1 page
- Findings – up to 23 pages
- Findings should be presented per theme, in order of priority and include graphs and tables
- Findings should be disaggregated by respondent category and for each question the number of respondents should be noted
- Conclusion – up to 2 pages
- Recommendations for implementation and for future investment– up to 2 pages
- Annexes including the tools for data collection
- The entire set of raw data for the structured interviews and surveys will be provided to German Doctors in an excel format.
- A two-page summary with the most important core findings on the subjects listed above.

RADA (project executing agency)
- Provide background information/internal documents on the organization, the planned project, and monitoring data on the ongoing pilot project
- Review and comment on the different documents and deliverables produced

- Ensure quality data collection/research
- Data analysis
- Draft and finalize the feasibility study report
For the implementation of the feasibility study, it is preferred to hire a consultant team (preferred 2 persons). The team can also be international. The two consultants should complement each other well in their expertise (e.g. methodological focus and country-specific/ regional expertise). The team should submit a joint bid in response to this call for proposals. The following requirements should be met:
- Education: Master degree in Monitoring and Evaluation, Development Studies, Social Sciences or its equivalent
- Experience: Up to 5 years of professional experience in consultancies for NGOs in data collection/analysis (e.g. evaluations, feasibility studies etc.)
- Proven knowledge on the study theme “WASH”
- Proven knowledge of the Sierra Leone context
- Proven experience and knowledge of various methods of data collection
- Preferred: Experience with BMZ-funded projects
- Language Requirements: English
The technical proposal should include (no longer than five pages):
- A description of how the work will be done and the proposed methodology
- Involvement of the different stakeholders
- Timeframe proposed
- A short description of the team members characteristics/expertise and functions within the study
- Names and contacts of 3 professional references for whom similar work has been conducted
The financial proposal should include:
- Detailed itemized fees
- All costs related to the work including transport, translation (if required), printing, and communication and accommodation costs.
- The applicants’ CVs outlining relevant qualifications and experience
- An example of a similar consultancy recently conducted
For the purpose of a combined evaluation, the technical proposal of a tenderer will be weighted 70% while the financial proposal will be 30%.
The tenderers who submitted the proposal with the highest total score will be invited for an interview and contract negotiations. The interview/negotiations will clarify the work and methods to be used and any necessary staffing schedule adjustments. If the negotiations with the tenderers having the highest score will not be successful, negotiations with tenderers placed next will be undertaken until an agreement will be reached.

 The contracting of the consultant (team) depends on the prioritization of the project by the BMZ, which is expected to take place in mid-July
