The basis for an effective foreign policy is not only creative leadership in government. It also requires public support of that policy. The current political clashes over principles and priorities on both sides of the Atlantic are weakening the capability in responding to the challenges facing Germany and the US. The recent German federal elections illustrate the burdens of generating a consensus not only on domestic politics but they represent fissures in foreign policy. While uncertainties are a challenge, they can be a catalyst for seeking new options and opportunities.
